ASTM Update From the April Meetings

The most recent round of ASTM meetings took place in April 2016 during Committee Week in San Antonio, Texas, with nearly all of the subcommittees meeting. Please read on for important updates resulting from each meeting.

 

Gates & Enclosures F1004

This subcommittee continues to work through ballot items and accompanying negatives and comments in preparation of delivering a final, updated version to the CPSC in advance of the proposed rule. The briefing package for the proposed rule is scheduled to be presented to the Commission in July 2016. Additional revisions related to warning language/labeling will occur after the Ad Hoc Language group has completed and shared its recommendations.

 

Booster Seats F2640
The subcommittee reviewed recommended ballots for additions to the standard to include minimum dimensions of adult chairs and attachment means to adult chairs. Additional revisions related to warning language/labeling will occur after the Ad Hoc Language group has completed and shared its recommendations. The projected NPR date is December 2016.

 

Infant Bouncer F2167
Two ballots were resolved and moved to be included in a new revision. Additional revisions related to warning language/labeling will occur after the Ad Hoc Language group has completed and shared its recommendations. The comment period closed on the proposed rule in January 2016 and the final rule is projected to be shared with the commission in June 2016.

 

Hand Held Carrier F2050 & 16 CFR 1225
Warnings that should align with the shopping cart standard are still being addressed in task group, as are the suffocation warning labeling, as per NHTSA requirements. A definition for semi-rigid handles will be addressed in a new task group, in collaboration with the Bassinet task group working on the same matter.

 

Changing Tables F2388
Proposals continue to be worked on in preparation of the NPR. Proposals related to changing table collapse and restraint integrity were reviewed and will continue to be worked on in task group. A test method for accessibility related to changing tables with steps was approved for ballot. The NPR is scheduled for late Spring 2016.

 

Full-Size Cribs F1169 & 16 CFR 1219
No significant business occurred at this meeting and incident data will be reviewed at the Fall 2016 meetings.

 

Toddler Bed F1821 & 16 CFR 1217
A ballot related to a new test method for entrapment in side rails was approved and will move into the standard. Additional revisions related to warning language/labeling will occur after the Ad Hoc Language group has completed and shared its recommendations.

Infant & Toddler Rocker F3084
A ballot related to warnings and age grading specific to restraints and related language was approved and the revised standard will publish in May 2016. Additional revisions related to warning language/labeling will occur after the Ad Hoc Language group has completed and shared its recommendations.

 

Bath Tubs F2670
The final rule package is scheduled to be presented to the commission in June 2016 for publication of the FR in August 2016. Task groups presented their work to the subcommittee and warning language and labeling drafts as prepared by the Ad Hoc group were shared in draft form.

 
Infant Floor Seats
The draft standard was reviewed by subcommittee and some additional tweaks to various sections made. The draft will circulate task group one final time and then be prepared for ballot.

 

Ad Hoc Warning Language
Negatives and comments related to the balloted language were reviewed and resolved. Any remaining negatives and comments that are submitted prior to the close date will be reviewed in task group and the final language will be circulated once complete.

 

Bassinets & Cradles F2194 & 16 CFR 1218
Negatives related to a locking/latching visual indicator and 20 vs 30 degree tilt were withdrawn; the revised standard will move toward publication. The stability task group presented their work to date and proposals are still being finalized. New products, including the Baby Box, will be reviewed in task group.

 

Play Yards/Non-Full Size Cribs F406 & 16 CFR 1221/1220
Work related to a test method for vertical mattress displacement was reviewed and will continue to be worked on. Additional revisions related to warning language/labeling will occur after the Ad Hoc Language group has completed and shared its recommendations.

 

Children’s Chairs F2613
A ballot related to side and rear stability was approved and will move forward. The comment period for the NPR closed in January 2016 and delivery of the final rule is projected for August 2016. Additional revisions related to warning language/labeling will occur after the Ad Hoc Language group has completed and shared its recommendations.

 

Crib Mattress F2933
Several ballot items were reviewed, related to mattress thickness, binding thread and warning labels. The task group continues to work on a proposal for replacement mattresses for non-full size cribs. Breathable mattresses, new to the market, were reviewed and a task group was formed to evaluate. Incident data was shared and will be reviewed in depth at the next meeting.

 

Bed Rails F2085 & 16 CFR 1224
A new template of tracking and analyzing incident data over time was shared and discussed. The effort was well-received by subcommittee chairs and CPSC staff. A task group of subcommittee chairs will be formed to encourage adoption of the new template by all subcommittees. A conflict related to warnings for bed rails on bunk beds was identified and will be addressed in a small task group.

 

Strollers & Carriages F833 & 16 CFR 1227
F833-15 has been submitted to the Commission for consideration to update the FR. Incident data (recalls) related to children biting/chewing foam on arm bars were reviewed and a task group was formed to evaluate.

 

Infant Incline Sleep Products F3118
Two ballots were reviewed and will move forward into publication. Pre-NPR recommendations submitted by CPSC staff were reviewed, specifically inclusions and exclusions for the scope. A second task group was formed to review warnings. The NPR is projected for July 2016.

 

Infant Swings F2088 & 16 CFR 1223
Incident data was reviewed and no new hazard patterns were identified. An IDI related to a strangulation hazard was reviewed and a task group was formed to evaluate. A recall was discussed.

 

Soft Infant Carrier F2236 & 16 CFR 1226
Ballots proposing definitions for primary and secondary load-bearing fasteners were approved and will move to publication. Two proposals were shared in new business: for soft carriers with a pocket and a test method for unbounded leg openings. Both will proceed.

 

Stationary Activity Center  F2012
A negative related to a definition of closed-base was reviewed and the subcommittee agreed to move forward. Task groups for incident data have met and additional individuals were added. The NPR is projected for October 2016.
