ASTM Update From the January Meetings

As our members prepare to participate in the next set of ASTM Meetings, April 11–14, we invite you to re-familiarize yourself with the information discussed at the last set of meetings in January 2016.


Gates & Enclosures F1004

Significant work continues on numerous ballot items to secure revisions in advance of the upcoming NPR. Securing agreement with CPSC staff on warning language and labeling continues to be a challenge and task groups will continue to meet between full subcommittee weeks.


Crib Mattress F2933

The subcommittee continues work on a replacement mattress proposal. Ballot items that closed in advance of the January meeting were put on hold for review until April 2016, in the hopes of completing the open proposal. The task group will continue to meet to present a revised proposal to subcommittee in April.

 

Infant Bouncer Seats F2167
The NPR for bouncers is open and the subcommittee was presented with the elements of the NPR that do not currently match the ASTM standard and, in some cases, agreed to modification of the standard. Changes suggested by CPSC staff related to warning language and labeling will continue to be on hold until the Ad Hoc language group has completed their work.

 

Ad Hoc Warning/Language
Collaboration between the Ad Hoc working group and CPSC staff continues, making increments of headway via compromise.  Proposals will continue to be reviewed in task group, with the objective being to ballot the language in advance of the April meeting.

 

Stationary Activity Center F2012
Open ballots related to deletion of outdated regulatory references and a definition for a close-based stationary activity center were reviewed.  Incident data was also reviewed in preparation for a forthcoming NPR.

 

Infant Bath Tubs F2670
A ballot on locking and latching durability (rationale) was approved and will move forward in the next publication. The NPR is proceeding. Changes suggested by CPSC staff related to warning language and labeling will continue to be on hold until the Ad Hoc language group has completed their work.

 

Changing Tables F2388
Task groups continue to meet and work on proposals for collapse, restraint system integrity, barrier structural integrity and warnings, in advance of an upcoming NPR.


Children’s Chairs and Stools F2613

One ballot item related to stability was reviewed. Changes suggested by CPSC staff related to warning language and labeling will continue to be on hold until the Ad Hoc language group has completed their work.

 

Infant Incline Sleep Products F3118
In preparation for the upcoming NPR, the task group work was presented to subcommittee with agreement on some items proposed by CPSC, while others are recommended by task group to remain as-is. Changes suggested by CPSC staff related to warning language and labeling will continue to be on hold until the Ad Hoc language group has completed their work.


Booster Seats F2640

Task group reports to subcommittee included data related to dimensions of adult chair fixture for testing purposes as well as average dimensions and proposal for warning statements. Work will continue in task group. Changes suggested by CPSC staff related to warning language and labeling will continue to be on hold until the Ad Hoc language group has completed their work.

 

Hand Held Infant Carrier F2050
One ballot item related to an exemption for hand held bassinets/warnings was discussed and will move forward. Task groups working on shopping cart falls and suffocation hazard labeling will continue to meet.

 

High Chairs F404
Several ballot items were reviewed. The NPR is currently open. Changes suggested by CPSC staff related to warning language and labeling will continue to be on hold until the Ad Hoc language group has completed their work.

 

Bassinets & Cradles F2194
The task group for stability testing on low to the ground products presented their work to-date and will continue to meet to refine the existing proposal. A new task group was formed to review bassinets that detach from the stand.
